Rachel Garver is running for her third term as the Lancaster County Treasurer.
I am deeply honored to serve as the first woman elected Lancaster County Treasurer. Over the past two terms, I have worked tirelessly to strengthen our financial systems and enhance the services we provide to the residents of Lancaster County.
In 2024 and 2025, our office was proud to receive the prestigious 90+ cashVest Award, a national recognition of our commitment to excellence in public fund management. This award reflects the dedication of my team to maximizing the value of every taxpayer dollar and promoting long-term financial stability for our community.
As Treasurer, I collaborate closely with City and County officials, as well as State Agencies, to ensure taxpayer resources are used efficiently and effectively. Our office oversees the collection and disbursement of real estate and personal property taxes to vital subdivisions, including the City of Lincoln and local school districts, so they can continue delivering essential services to our residents.
I am proud of the progress we’ve made, and I’m excited about the opportunities ahead. With your support, I look forward to continuing our work to serve Lancaster County with integrity, transparency, and fiscal responsibility.
I respectfully ask for your vote as we build on this momentum together.

ABOUT RACHEL
As the daughter of a minister and a teacher, Rachel grew up in Eastern Nebraska. She graduated from Nebraska Wesleyan University with a degree in Business Administration.
Rachel brings over 25 years of dedicated service to the University of Nebraska–Lincoln’s Office of Student Accounts. She was responsible for developing, maintaining, and testing student account assessment systems to ensure accuracy and compliance. She also oversaw the collections process and served as a key point of contact for students, parents, and university staff, providing guidance and resolving inquiries related to student accounts.
While talking with family and friends, she realized it was time for a change, personally and for Lancaster County. Her late husband, Jim Garver, retired from the Nebraska Department of Revenue after 40+ years. He served on the Lincoln Board of Education for 20+ years and Southeast Community College Board of Governors for 13+ years. He was her top campaign volunteer and enthusiastically encouraged Rachel to run. In 2018, she became the first woman to be elected Lancaster County Treasurer.
Rachel participates with the Nebraska Association of County Treasurers; she is chair of its Continuing Education Committee and a member of its Legislative Committee. She has also served as president of the Southeast District Treasurer’s Group.
She currently serves on the KZUM Community Advisory Board and holds active membership in numerous civic and cultural organizations, including the American Association of Retired Persons (AARP), Friends of the Mary Riepma Ross Media Arts Center, League of Women Voters of Lincoln/Lancaster County, Lincoln Association for Traditional Arts (LAFTA), National Association of the Advancement of Colored People Lincoln Branch (NAACP), Nebraska Arboretum, Nebraskans for Peace, Open Harvest, and the Sheldon Museum of Art. Her deep commitment to community engagement is reflected in her enthusiastic participation in local events—among her favorites is the annual watermelon cutting ceremony at the Lancaster County Fair.
Rachel and her late husband Jim have three sons, two daughters-in-law, and a spoiled rescue dog. Her favorite activity is spending time with family. She also likes to garden, is an avid reader, and enjoys movies.
